Community Health Index Management Board (CHIMB)

The CHIMB acts as Information Asset Owner (IAO) for the National CHI system. It provides strategic leadership and governance of the CHI national system and data as well as oversight of the operational National CHI Management Service (CHIMS), the organisation that provides management and operational control of the new CHI system and associated data.

Data controllers (14 territorial Health Boards) delegate powers to the CHIMB to make decisions on the CHI national system and CHI national data. This includes how the data will be processed (operational management of the system) as well as CHI services i.e. the strategic approach, design of CHI services, transition, CHI change management and CHI continuity/resilience.

NHS National Services Scotland (NSS) Practitioner Services manage the system contract with the private provider on behalf of the Scottish Government (Digital Health and Care Directorate). The Scottish Government (Digital Health and Care Directorate) is the National Information Asset Owner of all national information systems within NHS Scotland.

CHI is a database in wide use throughout NHSScotland. It contains data on patient demographics and some clinical information on aspects of healthcare screening and surveillance. The CHI is, effectively, an NHS number and its use as a patient identifier makes it increasingly important to the implantation of “eHealth” (electronic health records (EHR) and other information and communication technologies (ICT) being introduced to healthcare in Scotland).
